Frameworks
The following is a list of COI frameworks (also known as rosters) giving a description for each framework agreement, the start date and end date, a copy of the framework agreement terms and conditions and a copy of the OJEU notice.
COI seeks to work with its clients in as flexible way as possible. However, because COI acts as a central purchasing body in the context of the Public Contracts Regulations 2006, COI must issue all contracts awarded under these frameworks. If you are a public sector organisation and wish to procure a supplier using any of our frameworks please read about our flexible procurement offer.

- Advertising Agencies Framework
Incorporating advertising and related marketing services, and advertising agencies specialising in recruitment and statutory notices. - Branding and Branding Identification Framework
Incorporating a range of services including corporate identity, brand creation and implementation; brand guardianship/management. - Classified Recruitment Marketing & Public Notice Framework
Agencies capable of delivering a complete range of recruitment marketing services, classified advertising, public/statutory notices and directories advertising. - Commercial Web Printing Framework
Contains three lots covering web printing, direct mail and confidential printing. - Communications Planning Framework
Strategic media planning services, advising on most effective media to reach target audience for campaigns within budgets. - Design and Creative For Print (inc. Contract Publishing) Framework
A wide range of design, creative, contract publishing and related services including corporate identity, brand creation and implementation; brand guardianship/management; corporate literature; promotional literature; communications audits; contract publishing; forms/information design; and image library creation/management. - Digital Media Framework
A full range of services related to digital/interactive media design, development and strategic planning, split into four categories: Digital Strategy; Digital Solutions Design, Development and Delivery; Specialist Digital Media Solutions and Services; and User Experience Evaluation and Analytics Services. - Direct & Relationship Marketing Operational Framework
Provision of a comprehensive range of Direct and Relationship Marketing activities including all aspects of acquisition, contact handling and fulfilment services, and ongoing retention activity. - Direct Marketing Services Framework
Direct marketing and integrated marketing activity. This framework has now been organised into two separate categories (creative agency services and operational services suppliers) and a media buying contract for door-drop activity. - Educational Marketing Framework
Agencies specialising in the development and delivery of curriculum-based resources and consultancy, working for Government departments and public bodies that want to communicate with students and/or teachers in a learning environment. - Events, Exhibitions and Technical Services Framework
The Events, Exhibitions and Technical Services framework provides a comprehensive range of live event activities including all aspects of exhibitions, conferences, experiential and technical services. The framework includes suppliers from the following sectors: live event production, stage set and audio visual production services, creative and development, exhibition, graphics, vehicle provision, structures and displays, facsimiles, system integration, audio visual equipment rental, scenic, multimedia production, interactive and writing & transcription services. - External Engagement and Facilitation Framework
The provision of a wide range of external engagement and facilitation consultancy services, which are stakeholder engagement and consultation, project management, workshop design and facilitation and also the analysis of consultation responses. - Internal Communication, Engagement and Change Framework
The provision of a wide range of internal communication, engagement and change consultancy services including culture change; change management; brand alignment and engagement; internal communication strategy; internal communication implementation; communication skills, development and coaching; knowledge management; and diversity/cultural awareness and communications training. - Market Research Framework
A range of market research services including qualitative research; quantitative research; desk research; mystery shopping; omnibus surveys; telephone surveys; online surveys; data processing; and fieldwork and tabulation. -
Marketing Aimed at Culturally Diverse Audiences Framework
The framework comprises eight specialist agencies. It is multi-disciplined with advertising, PR, outreach/grassroots activity, sponsorship and partnership marketing. It covers a wide range of ethnic minorities, faith groups, gypsies and travellers, refugees and asylum seekers, and new arrivals to the UK. - Marketing, Brand and Strategy Framework
A wide range of marketing and brand strategy consultancy services including marketing strategy and planning; marketing education and training; structuring marketing departments; marketing effectiveness assessment; brand strategy; brand architecture; brand futures and trend forecasting; brand valuation; new product development; name generation; name registration and trade marking; consultation exercises; consumer insight; and reputation management strategy. - Media Buying
The provision of all aspects of planning and buying within the following sectors: TV, radio & cinema airtime and sponsorship/promotion; national; regional; consumer, trade & tech press space and advertorials/sponsorship; out-of-home and ambient; paid-for search marketing; digital display advertising; online video advertising; paid-for social media advertising & partnerships; mobile advertising; gaming and in-game advertising; e-mail; affiliate; on and offline media partnerships and emerging channels (e.g. buzz marketing, word of mouth, content seeding, virals). - Media Buying - Door Drop

Provision of proactive partner identification services, recruitment, negotiation, development of bespoke partner activity, securing and implementation of activity. - Press Production Services Framework
Press advertising: black and white and colour pre-press work including origination, studio and production services either separately or as an integrated package. - Printing Services Framework
Full range of printing services including sheet-fed litho of all sizes; envelopes of all sorts; posters, large; binders in plastic and board and printed plastic products; disk duplicating, all sorts together with packaging; and digital printing. - Public Relations Framework
Public relations and related marketing services. - Radio Advertising Copy Playout
Provision of prompt distribution of radio commercials to all, or almost all, commercial radio stations in the UK, ensuring quality control throughout the process and no loss of audio quality when it reaches the stations. - Regional Integrated Agency Framework
Provision of a comprehensive and integrated range of marketing services in one or more of the regional areas of England, Scotland, Wales and Northern Ireland. - Sponsorship Agencies Framework
Full range of sponsorship services including sales promotion (with an emphasis on partnership and cause/issue-related marketing); broadcast sponsorship and advertiser-funded programming; and sponsorship consultancy. - Typesetting/Page Make-Up Framework
A complete range of typesetting services including typesetting, formatting, page make-up, preparing digital files, mono and colour output.
